Hristo Toshkov was born on 11.05.1944 in the village of Grozdevo, Varna. He studied in his home village, then in a construction technical school in Varna and in the Higher Institute for Construction & Architecture - Sofia, hydro-engineering.
In 1968 he did his military service in Targovishte, working in construction. Between 1972 and 1974 he worked in Varna Provincial Council, responsible for important national councils. He was a Party member. From 1974 to 1977 he was chairman of the EC of Aksakovo People's Council /Mayor/. Between 1977 and 1979 he was head of Architecture & City Development Department, actually a Deputy mayor. He was Mayor of Varna between 1979 and 1985. From 1986 to 1999 he was Mayor of Aksakovo. He died on 7.04.1999.
