Mayor Blagomir Kotsev Blagomir Kotsev was born on 22 March 1978 in Varna. In 1997, he completed his secondary education at the First Language High School in Varna, studying English as a core subject. In 2001, he obtained a Bachelor’s degree in Business Administration at the American University in Washington. Later, he also graduated with a Master’s degree in Shipping, Trade and Finance from City University, London. He served as Regional Governor of Varna from 24 February to 4 August 2022. On 5 November 2023, Blagomir Kotsev was elected Mayor of Varna. He took office on 13 November 2023.
