Voino Voinov was born on 06.02.1923 in Sozopol. His family moved to Varna in 1929. He completed the German Grammar School, Higher Artillery School in Sofia, Law in Sofia University in 1949.
In 1951 he started his lawyers career in Varna. In December 1999 he was one of the founders if UDF and was elected in its first executive body. He held the Mayor's office in the temporary administration of the Municipality from 3.10.1990 to 20.10.1991.
