Legal and regulatory framework

At the level of EU law there are no specific regulations regarding the PPP. PPP issues are treated in different Directives on public contracts, public procurements and concessions (eg Directive 2004/18 Directive 2004/17 and others).

The national laws of some countries - states have special laws for PPP with the legal definition of public-private partnership. These definitions can be summarized as long-term agreement between public authorities and entities of the private sector, including the sharing of assets and risks in the favor of  public interest.
